Steven S. Nolder was born in Lancaster, Ohio in 1961 and grew up in Central Ohio. Mr. Nolder attended The Ohio State University from 1979 to 1983 where he majored in both criminology and political science. After earning a Bachelor of Arts degree at Ohio State, Mr. Nolder attended Capital University Law School where he earned a juris doctor in 1987. From 1987 to 1995, Mr. Nolder was a solo-practitioner in Columbus where his law practice focused on defending criminal cases in both state and federal courts. In June 1995, Mr. Nolder joined the newly formed Office of the Federal Public Defender for the Southern District of Ohio where he worked as an assistant federal public defender for ten years. In 2005, Mr. Nolder was appointed to be the acting federal public defender and served in that capacity until November 2006 when the United States Court of Appeals for the Sixth Circuit appointed him to be the federal public defender. Mr. Nolder served as the federal public defender from 2005 until he resigned that position in June 2013 to form The Scott and Nolder Law Firm.

With decades of experience, Mr. Nolder has represented more than 1,400 people in federal court, has tried thirty-one jury trials in federal court, and in 2005, was co-counsel in defending the district’s first capital murder prosecution, resulting in a life verdict. In 2016, he represented one of the alleged members of the Short North Posse in the longest jury trial ever convened in the Southern District of Ohio–almost 12 weeks.

In his career, he has litigated numerous Fourth, Fifth, and Sixth Amendment issues, and has written and filed numerous sentencing memoranda on behalf of clients facing sentencing. He has personally written and filed over fifty appellate briefs in the United States Court of Appeals for the Sixth Circuit, and argued more than twenty-five of those appeals.

Mr. Nolder authored his office’s quarterly Federal Criminal Justice Newsletter from 1995 until 2004. Mr. Nolder teaches the Federal Rules of Criminal Procedure component for the district’s bar class that all new lawyers must take in order to be admitted to the Southern District of Ohio Bar. Finally, Mr. Nolder has spoken at CLE presentations sponsored by the United States Court of Appeals for the Sixth Circuit, the United States District Court for the Southern District of Ohio, the Ohio State Bar Association, the Ohio Association of Criminal Defense Lawyers, the Central Ohio Association of Criminal Defense Lawyers, the United States Attorney’s Office, and the Federal Bar Association for the Northern District of New York.
